A. The conversion of HTML to BBCode just returns more HTML. Does not return BBCode. B. Conversion is not instant or realtime, but there is no trigger for detecting when the conversion is finished. Consequently this is not usable if you need to save the result anywhere or use it in a workflow, which is pretty much every use case other than just displaying the result on the page.
