You can subscribe your application to a workload tier by going to your application's editor, clicking on Settings, and then on the App Plan tab clicking “Purchase” under Workload tier. Once there, select the workload tier of your choice, then click the “Purchase” button at the bottom of the popup to confirm.
Note that your workload tier subscription will be charged at the same time / on the same billing frequency as your app plan.
