Currently, there are two roles in an organization on the Enterprise plan: a single admin and one or more members. An admin has special permissions including the ability to provision, manage, and deprovision members, visibility into and control over all the apps created by members of the organization, and the ability to receive a single invoice on behalf of the organization.
